Realistically, he's doing some pretty benign things. When you read enough stories, etc with the characters being Overpowered to the extreme... Clone experimentation is quite low on the 'playing god hierarchy'.
However, the real challenge awaited me in my practical experiments on clones. With each one, I walked on the thin ice of the unknown, expecting either a failure or a remarkable success at any moment. Why would it take years, well he would make it take years since the Top brass wants to act paranoid and stop the Human race from advancing their technology in the robotics field. I was so engrossed in this tale, that I almost forgot this is Aragorn's universe...

When I remember that the Celestial's are basically cosmic 'gardeners'. my mind is blown.
