i would have to disagree. charisma is something that cannot be replaced, so class unity is much harder to achieve even if someone has better capabilities. having Ichinose as the vice instead could potentially cause conflict between her and Kenzaki since people would not follow him wholeheartedly. that’s also why even in most political regimes the leader are rarely the smartest, instead being the most charismatic while their team are the one suggesting and complimenting his inferior abilities with various methods in a way that goes along with the leaders view and belief, since at the end of the day, people are gonna follow those whom they can « believe », not those who are « rational ».

or you could say that his creators gave him an item (like a magic cube or somethin) which allows him to "register" an infinite amount of spells. the conditions to "register" the spell would be: 1) someone else needs to do the spell, and 2) he needs to have the appropriate stats (you could add other conditions, but I'm too lazy to think of any other ones).
