1. He is a Heteromorph and planned to use Bakugo's body after killing him. 2. The reason All Might could have put him in two bottles might have been because he split his body, which might have rendering his acidic properties (since I couldn't find much information, I didn't include it). 3. His whole body has properties like mud, similar to Marvel's Venom or symbiote, which extends to his eyes. Its Quirk allows it to maintain a solid structure even in its sludge form, but it is not completely physical.

I guess thats true for saving bakugo, though he could not entirely solve the situation, I did had a variation of this story where he tried to save bakugo, but the sludge villains quirk allows him to escape even through the smallest gap. secondly that sludge accommodates acidic properties, soo... that's pretty much it.
