That would only be for the Greeks, I understand that the other gods of different pantheons exist or existed. Furthermore, there is the Presence that would be the creator of everything, even the gods.

I don't think so. Steve was already a noble soul before he was turned by the serum. Doctor Erskine himself chose him for his noble and heroic qualities, with or without the serum Steve would still be who he is, the serum only amplified that.
