this is the biggest misunderstanding of all fics out their, Hiruzen never called himself the strongest hokage watch hiruzen vs orochimaru fight dialogue again it was orochimaru who called him the strongest among his contemporaries i.e. he was the strongest hokage of his prime period not the strongest hokage of all time. it was in relation to other kages of his time. if you think Iam wrong plz find the manga chapter or clip of anime dialogue that says that hiruzen called himself the strongest

here I would like to remind that he had ordered a complete silence on Naruto identity, danzo revealed it to the public but his Naruto's I'd as hokage's son. He immediately put a stop to it but the damage was done. he cannot control the behaviour of every single person in konoha he was spread too thin at that time and was too old

my defence is bad writing. Kishimoto in shippudden changed a lot of world building from Naruto period. which caused a lot of plot holes in the story. I think he just wasn't able to justify why hiruzen was not able to stop danzo. he only wanted to present the friendship of death tradition of konoha through hiruzen and danzo and f'ed up
1. His biggest failure up to date is the cancer known as Danzo, he ignorantly claims Danzo is the darkness of Konoha and is necessary. But more than 90%of the shit in Naruto has Danzo's involvement.
