It is typically hard to use the nature counter to your affinity so he might have problems with earth chakra, but he could in theory have maybe the scorch release which was sporadic, maybe some kind of plasma release, typhoon release, or other enhanced nature release, could also have affinity for yang, yin, or nature chakra as those are not tested.

All ninja's technically have a yin and yang affinity as yin and yang are the basic components of chakra but most lack the ability to use them in a meaningful way by themselves even if they could figure out how to use them. Genjutsu primarily uses yin energy and physical enhancement uses yang energy. so all ninja that can use chakra can technically use both rock lee could arguably be said to have a horrible yin affinity that makes it so he cannot balance his chakra enough to use gen or nin jutsu. Yang chakra makes things more real, have a more solid form, and is linked to life, yin chakra gives rise to myriad forms, is linked to death, and is illusory.

You could point out union cave in johto and icefall caves in Kanto as lapras location. Union cave is a stretch but icefall cave is on four island of the sevii islands. It is the smallest island and is quite frankly remote but, the icefall caves happen to meet the conditions of Lapras preferred environment and have a justifiable reason of how any lapras that is inside would do okay. It is the only place you can reliable find wild lapras in kanto and if lapras do exist it could help relations with the joys.

The only downside is that sense most of the air benders were killed in the massacre or likely afterwards via a trap looking for other survivors it is possible that some made it out alive and most likely moved into the earth kingdom, it is massive, has the most ethnic diversity and most air benders could fake being sand benders. The downside is that they would all be hunted down to make sure they are not the avatar or to be used as bait for the avatar.

Air bending would be perfect for assassination, espionage, sabotage, and guerilla tactics in general. The only real weakness that airbenders seemed to have was their population, territory, and largely enlightened philosophy. While this did make airbenders have what looked to be a 100% bender population it also made them so poor that nobody ever even bothered to try and conquer them. Air bending could allow one to listen to conversations from a distance, attack indirectly, flee quickly, form blades of wind, asphyxiate opponents, and many other horrible things. Wind is for attack power in one on one combat, water is control/ healing, earth is defense and blunt force, fire is area of effect and pain.
