Ever since you said ROB took some of his intelligence I haven't liked the entire system. And I call bs on this. Its just... I'll say it like this: If your story was on a Lord of the Rings level, then no one would complain. But since it is overly simple and lacks a complicated plot, this is unnecessary and useless. Do as you please, just know that objectively, this is bad. Everything else is passable. But this is bad.

I've done a lot of investigation on this topics and I came to the realizationg that, Pain as Nagato's Six Paths of Pain is indeed above Kage level. Since Naruto got a good hand on him I'd infer that Naruto by that point was around low kage / mid kage level. Which leads me to think that a Jinchuriki with Sage Mode who is low kage level without any of those included should be able to take on Pain.
But they do things. You don't even see Tenten in the fourth ninja war fighting the Jyuubi's clones but you DO see Choji and Shino.

This is pretty much all of the mental process I did before writing those last words. I though of potential threats, pros and cons and reached the conclusion that, however this card was played, it would be more of a pro than a con situation. My main worry on this was Danzo and what he would do, since he is the most immediate threath. But as you said: Ryota is a clan heir who equals a sannin and, if that wasn't enough, he is a Sage and a Jinchuriki too. Danzo can't risk fighting him (and all of the clans as a result) and risk all of his years of planning going to hell just like that.
I like it when people think things through. Besides there is no way Danzo or others won't learn of Ryota being a Jinchuriki, so why not just announce it in the open?
