Bio class coming into play here. Height has continuous variation - any person can be any height between the two extremes. This is affected by polygenes - cumulative effect of alleles(genes) coding for the same characteristic. It is also affected by the environment - conditions the organism lives in. So in this case less food, less nutrition, then short height even if the person has 'good' genes that could allow them to be tall. It's like how crocodile tail length is affected by the temperatures they grow in after hatching
