Sounds like an arbitrary rule
While it was never explicitly stated, the Three Great Sage Lands are practically unreachable to the average person, especially those in the current generation, who lack the ability to use chakra. She was also able to find a few uninhabited dimensions to allow her to safely use those spells. One of the few dimensions that she was able to find and draw power from was the light dimension. The dimension was made up of light energy and was extremely pure in nature, allowing her to utilize it however she saw fit. She used this dimension as a substitute to stand in for spells that drew power from more dangerous ones. She was also able to utilize a dimension that is practically a necessity to every sorcerer: The Mirror Dimension. Nah y'all power scalers are crazy, Otsutski cant create dimensions and at most are city level, and Majin Buu was only ever shown at max blowing up planets his whole screaming a hole in the Hyperbolic time chamber is just his Majin magic.
