A car can and does, the Thrust SSC has maximum reported speeds of 763 mph, and there are plenty of reference videos on YouTube of it moving far past the speed of sound. In all of those, it remains pretty easy to track by eye sight, for me at least, up until around 600mph where it becomes hard to see. If the mc can move faster than human eyesight can track, to where he even appears to be instantly teleporting, then with magic bullshit skewing the number, him moving faster than bullets isn't unlikely.
It's the world of a novel, so it has a perfect excuse for a universal language to exist, since you could always just say that when ren wrote it, he had a universal language exist for sake of the the plot to be easier to move along.
