This kind of villain is actually called anti-villain, what's good about them is that a twist in the story can easily switch them to the position of an anti-hero, Deadpool would be a great example of this
Common plot :"Villain:Give me this very dangerous weapon that can destroy the world in exchange for the promise that I won't hurt this person you met an hour ago, a promise I definitely won't keep. Hero:Ok, I have no choice."
Half of those fall into the category of anti-hero, which is a good thing if you overlook that they're still less common than heroes.
