Magical guns would be extremely hard to make because metal is a bad magic conducter. You could get better results just adjusting a banishing charm to shoot things incredibly quickly.
And so the debate began. The defense wanted to get away with paying a fine for the property that would have been damaged and the endangerment, avoiding Azkaban itself.
