I'm guessing it's a single entrance test for all universities, and it's just the imperial defense academy is unique in that you need to be level 2. (Imperial trooper said you had to be level 1).

I'm guessing the Queen knows about them but the information is really high-class, so common people don't know about it and therefore haven't thought of this guy being an Imitator. Once common people know they exist they'd probably get ways for the Queen to test people just to make sure.
