I'm confused. Isn't the point that it's semi-permanent, but he can only change it after 7 days, which is what the cooldown refers to? It would last more than 7 days if he didn't change it, wouldn't it?

Cmon, 1 million years is ridiculous for just this. If it was some crazy unlikely thing that was found by chance then fine (but even then way too long), but this is the sort of thing any research team would think of and try out in at most like 20 years. I get that this is fantasy, but surely it would be better if things made sense in-universe at least
