There is no investigation to be done. Zolgen is much more skilled and much smarter and experienced compared to the tohsakas. There’s no way for them to even know what he gets up to. As for investigating, who can they possible have to investigate someone as powerful and skilled as him. Same with spying. How can they possible spy on him?
