Kuchinashi City

Soon the day had come around and Shen was making his way to the area of the White Fang base that contained their supplies. Shen could only imagine how long it took to clear out such a large amount of stone and rock from inside a mountain. But in the end, it was very efficient. Walking into that hollowed-out zone Shen's eyes wandered for a moment.

There were a lot of people moving around loading and unloading things from trucks and ships alike so it took him a moment to find what he was looking for. "There they are." Shen's eyes landed on a large group of White Fang Members all lined up information. In Front of them were two White Fang Lieutenant seemingly waiting for someone.

Both Lieutenants seemed to be twins due to the fact that their features resembled one another. Alongside that, they both had the same weapon attached to their waist. If one were to try to differentiate them it would probably be impossible.

In Front of all of them were three large Cargo Trucks that were completely covered in armor. Aside from that surrounding those Cargo Trucks were transportation vehicles of all types from jeeps to cars. Altogether it was the exact lineup Shen had requested from Sienna and she delivered. 'She really is too useful of a piece to lose.'

Shen smiled as he walked over to the group and it didn't take the two Lieutenants long to notice him. "There he is." There was a slight bit of hesitation in one of their voices as they looked towards Shen. They were included in this mission due to the Branch Leaders orders but it still didn't feel right.

Even if Shen was a High Officer they outranked him yet they were to listen to his orders on this mission.

"Hey, isn't he the one who Raided that Schnee Facility?"

"Ya, I think so."

"Shen, right? Why is he leading the mission instead of…"

Obviously, the White Fang recruits and Officers found it weird as well but in the end, they didn't feel strongly about it. No matter what either a High Officer or a Lieutenant both were higher ranks than theirs. "I appreciate you all gathering on such short notice. My name is Shen and Ill be in charge of all of you during this mission."

Shen made himself sound rather reasonable while speaking which caused one of the White Fang Officers to raise his hand. "Sir, we were told we were going to a city called Kuchinashi. May I ask why?" Kuchinashi was a well-known city due to it being far from the Capital of Mistral and also being home to pirates, criminals, and assassins alike.

It was a dangerous place and even the White Fang didn't have a foothold there. Shen knew all of this and it was precisely why he decided to go there. He was going to take out four birds with one stone. Narrowing his eyes a bit, Shen answered in a way that let him avoid the question. "The Branch Leader told me to remain silent on any vital details. Just know it will benefit the White Fang immensely if successful. I'm going to require all of your best."

Utilizing the Branch Leaders authority no one asked another question about the nature of the mission. Seeing them all go quiet Shen smirked as he gave out an order. "Alright, then all of you get on board. We're moving within the hour." Turning around he looked towards the Lieutenants standing behind him. "You two come with me."

The two Lieutenants looked at one another and nodded. Shen leads them to the vehicle in front which would act as the lead vehicle until they reached their destination. "What are your two names?" Hearing his question the Lieutenants were prepared to answer but Shen cut them off. "Actually never mind. From now on your L1 and your L2 its simpler that way."

The two lieutenants were baffled for a moment as Shen got into the car with the following. "In any case the moment we arrive you two are to remain by my side. But do not act until I give you orders to." Shen's orders were confusing and didn't make much sense. If he wanted them by his side then it was most likely for protection.

But at the same time, he didn't want them to do anything and simply watch? The reminder that all of this was under the Branch Leaders orders was the only thing keeping them from asking questions and more importantly disobeying. "Sir, we're ready to go." The one driving the car looked back and spoke to Shen in which he nodded. "Alright then let's go."

With that, all of the engines of the vehicles started as they began to drive information. Going through a series of tunnels and hidden exits spread throughout the mountain it didn't take them long to hit the open road. As they drove Shen pulled out his scroll and reviewed some things he had noted down.

'Right now Kuchinashi has two major Crime Syndicates that rule it. One being The Hana Guild which deals in narcotics and Weapons. Although they stay within the city they deal across the entirety of Mistral. The second Syndicate would be The Black Sheep which is a noble family that dips into the underworld. There used to be one more called the Wave but thanks to Qrow starting an investigation they were shut down.' (A/N: These Syndicates are cannon by the way.)

Overall they were massive and although smaller in numbers compared to the White Fang which had an entire race backing it their resources and influence outdid theirs in Mistral. Which led Shen to his current train of thought. He needed money and powerful enemies so that he could get stronger.

So he planned on obtaining both by completely taking over Kuchinashi and everything in it. 'Right now my state in the White Fang is iffy. If I leave it or I'm exiled then I'll have nowhere else to turn to. However, if I can take over Kuchinashi, not only will everything be available to me but I'll also be able to obtain as much money as I require.'

It'll be his own Kingdom and he planned on taking it over under the name of 'The White Fang' to do it. The journey took around two days before they arrived and Shen spent that time planning. Everything remained quiet and rather peaceful and soon they had made it there. "Alright everyone set up camp."

Shen was already out of the car and gave orders to every White Fang Member. In the end, walking into a city with two hundred members of the White Fang was just too obvious. There were still Huntsman in Kuchinashi that would gladly want to take them out and Shen needed all of them alive for now.

So as Shen told them, they quickly made a temporary Camp was made outside of the mountain mouth that housed Kuchinashi City. "Well be going in first the rest of you remain hidden and won't move without my say so." The White Fang Officer's left behind all nodded. "Yes, Sir." With that Shen turned around and began to walk with both L1 and L2 following behind him.

"Tell me something, do you guys know how many Lieutenants are in the Mistral Branch?" Hearing the question L1 responded. "I believe twenty-five." L2 nodded in agreement. "Then do you two know how Branch Leaders are selected?" This time L2 answered Shen's question. "Yes, I believe it is split between their contributions and their reputation within their Branch of the White Fang."

Shen smiled as he nodded. 'Right now the person with the highest reputation and contributions within the Mistral Branch is Adam. I'm going to have to change that…' Slowly Shen approached the entrance of a cave. This was the only main route to enter Kuchinashi due to the fact it was surrounded by mountains on all sides.

Walking into the cave with zero hesitation Shen's eyes slowly glanced back towards the entrance. The light coming from where they entered the cave slowly faded and once it did Shen suddenly stopped. "Having her hand over two Lieutenants was too easy." Shen's voice echoed through the cave as both L1 and L2 looked at him.

Before they could even question his word's Shen turned around and grabbed both of them by their heads. 'Mental Refitting.' Shen's grip was unbelievably tight. The two of them didn't have time to react as they felt their entire bodies constrict as if they were tied up. "Trust me this won't be so bad…"

They could only hear Shen's voice as his eyes completely blocked their vision. Being unable to move, Shen's Life Fibers slipped into their heads and wrapped themselves around their brains. His will was thrust onto them in waves and Shen could feel their struggling bodies slowly begin to weaken.

"Although I had to be a bit forceful, you guys will be a lot more useful to me like this." Slowly releasing his grip the Life Fibers coming from Shen's hands snapped. They fully wrapped themselves around both L1 and L2 brains as Shen smiled. "So how are you feeling now?" Having collapsed to the floor the two of them slowly stood up.

"We are feeling fine, thank you." The two of them were speaking purely out of loyalty now instead of obligation. Unlike the time before he didn't make them into zombies and kept their personalities the same. However, unlike Blake, he didn't let them slowly surrender themselves either.

Right now they were perfectly loyal pawns. "Good there are a few things I want to experiment on you guys with but that can wait." Now that he didn't have to worry about those two Shen continued to walk through the cave. Soon they had passed through the mountain entirely through that tunnel and were presented by a small stone platform with an archway overhead.

Stairs led to the lowest point of the region within the mountain range and there a city could be seen. Neon lights shone through the fog surrounding the area and the sounds of a bustling city could be heard clearly. Looking at the city below Shen's eyes shined as he began to walk down the stairs with L1 and L2 following behind him silently.

After making his way to the bottom of the stairs Shen was greeted by the entrance of the city. Multiple shops lined the street as people walked in and out of different buildings. Making his way down the central road of the city Shen glanced around seemingly looking for something. "Is there something we should be looking for?

" L1 spoke out as Shen spoke to them without looking. "There is a place in this city called The Hedges. It's basically a massive marketplace but it's managed by the crime syndicates running this city." As Shen continued to walk around there were obviously people who saw them and noticed they were Faunus.

But none of them approached and that's because they were clearly part of the White Fang. No one was willing to pick a fight with them on a whim even if they had no presence in the city. Shen continued to wander for another ten minutes before he finally found the place he was looking for. It took up the eastern section of the city and it could be considered even more bustling and busier than the rest.

"Selling Dust Crystals for half the price than on the public market!"

"Hiring Huntsman pay is negotiable."

It was overwhelmingly loud and even Shen had a hard time differentiating voices. 'This place definitely needs to be changed when I take control.' Shen ignored all of the yells and voices along with the people who offered to sell him things. "Hey kid, are you interested in boosting your Semblance's strength? These pills are capable of enhancing aura temporarily."

Shen didn't glance at the salesman sitting at his stall as he tried to sell Shen something. However, the moment his eyes trailed to both L1 and L2 glaring at him he immediately retracted his hands. 'What the hell are members of the White Fang doing here…' The salesman sucked his teeth as he began looking for other potential buyers.

Shen's interest seemed to remain at zero until he heard something. A familiar voice that he could never mistake. "Seriously? I came all the way here to this filthy city from Vale! Look, the authorities have been on my ass and it's getting tiring. Let me stay with you guys for a bit so that the heat can die down."

Sitting at what seemed to be an outdoor BBQ restaurant all seats and tables were empty except one. A man dressed in a purple outfit with an insignia on his chest had his feet up on the table. Two people dressed similarly were clearly playing the role of henchmen at his side. "Sorry, Torchwick but it's just too much of a hassle to keep a troublemaker like you hidden."

Despite how he said it was clear he was holding in a laugh. "Oh come on I even said I'd pay you. This is all the money I brought with me from Vale." A man dressed in a classy white suit sporting a black bowler hat and orange hair was holding on to a briefcase in his hands. "Nope, sadly that's just not enough."

Torchwich rolled his eyes as he finally gave up. "Whatever, let's go Neo." Addressing the short girl next to him with split pink and brown hair her entire outfit sported the same colors. She was holding an open umbrella over her head and her eyes remained two different colors at once. She nodded with a smile before turning around and preparing to walk off along with Torchwick.

However, it was then that Torchwick heard the man's voice again. "Although the money in that briefcase of yours isn't enough for us to hide you… It may be enough for us to keep any information of you coming here from leaking out."
