Tsunade's Proposal!

(I don't remember the names of the heads of different clans so I will use their position.)

In the conference room in the Hokage Building, the leaders of the Major Clan and Higher-Ups sat on their seats with Third Hokage Hiruzen at the Main Seat. He looked around, and seeing the empty seat of Mito Uzumaki, he inwardly sighed in relief, as whenever she came to the meeting, something bad would happen.

Just as he was about to start, the Room opened and Mito Uzumaki entered the room and sat on her chair. Seeing her, Danzo and Hiruzen's expressions became ugly, while the other Clan Leaders had a shocked expressions, and they lowered their heads like little children, as they didn't want to become her target.

Senju Clan Head looked at Mito and sighed in relief, she thought she had forgotten about the meeting, but it seems her Granda still had some conscience left for her.

Hiruzen looked at the Senju Clan Head and seeing her expression, he understood that, they had planned about, which made him wonder why his disciple hadn't told him about this.

"Since everyone is here, let's start the meeting," Hiruzen said and everyone in the room nodded at her.

The Meeting started with Danzo giving news about other villages and their actions. He talked about Iwa, Kumo, and Kiri increasing their supplies with Suna working on their lands.

Next, he talked about how Daimyo is happy with Konoha's work, which made everyone in the room smile, but at the end, he looked at Senju Clan Head and said, "Senju Clan Head, Why did you call back all of the Senju Ninjas that were stationed outside?"

Senju Clan Head looked at Danzo and said, "You aren't in the position to question."

As she said, the atmosphere in the room changed, and the rest of the Clan Leaders understood that some interesting things are going to happen in the room. They looked at Mito Uzumaki and seeing her sitting with closed eyes, they wondered when she will speak.

Danzo looked at Senju Clan Head and snorted. He looked at Hiruzen, who nodded and asked, "Senju Clan Head, why are most of the Senju Clan Businessmen and Senju Clan Ninjas in the village? And why did many of the Jonins of the Senju Clan retire? Because of this, Iwagakure has become suspicious of us, and stationed more Ninja at the borders."

Senju Clan Head looked at Hokage and said, "My clan's businessmen were attacked by unknown Ninjas, so I called them back as they didn't feel safe outside. As for my clan's Ninjas, The Businessmen asked me to assign Ninjas to them, and they were paying 1.5x more, so I called them back."

"Besides, I would rather not send My clan's Ninjas to death, as 70% of the Missions assigned to Senju Clan Ninja are false." Senju Clan Head said and threw a bunch of documents on the table. Everyone in the room had a copy document in front of them, and when Hokage picked it up, others also followed him and checked the documents.

Hearing this, Danzo's facial expression didn't change, and he inwardly cursed the people at the Mission center for giving her details, without him knowing. Even Hiruzen inwardly cursed Danzo for making this mistake, and after reading them, he sighed and said, "I am sorry for the false missions given to the Senju Clan. I will check this out later. Till then, can you...."

Before he could complete his words, Mito slapped the table and the room became silent.

"Leave this Nonsense for later, Senju Clan Head, do what you had talked about. I don't have time to deal with this nonsense."

Hearing this, Hiruzen's face became ugly, while Danzo was about to shout, but he felt pressure on his as he saw Mito looking at him, and a silhouette of Fox appearing beside her.

The other clan leaders in the room understood that Senju Clan is getting targeted by someone in the village, and considering that Hokage was Second Hokage's student, they didn't think he would do it. But for Danzo, they were sure that he is the one who is targeting them, but as no one had proof regarding this, no one said anything and they looked at the Senju Clan Head, who took out a bunch of documents and gave them to everyone.

"Before I will explain my plan, everyone, read this carefully."

They picked up the Document and saw the title, 'Medical Nin in Four Man-Squads'.

The document started with an explanation of the idea, the requirement of Medical Nin, the needs and pros it has, and the rules a Medical Ninja has to follow.

Later in the document, the details about the Ninja that could have been saved if a Medical ninja was in the group were given. More than 20% of Ninja Groups died because even after killing their enemies, they didn't have any Medical Ninja to heal.

Reading all this, the clan heads in the room looked at Senju Clan Head with admiration on their face, after all, she had created a whole New System, and if it worked and was implemented, more than 25% of Ninjas that died because of their injuries could be saved.

Hiruzen looked at his disciples and then he thought of his team, with Tsunade as Medical Ninja, many times, Jiraiya and Orochimaru were saved by her, even he was saved by her many times.

He looked at the document and thought of implementing the idea, but then Danzo's voice was heard in the room.

"The idea is good but why have you only written the pros of it? What about the cons? Like the Time and money that will be used in training Medical Nin. The Ninjas that could do missions will be decreased as they would be training for this. A Medical Ninja requires precise Chakra Control, which is difficult for many and they would also have to learn about the body."

"The Ninjas who had precise chakra control could become Genjutsu and Ninjutsu specialists."
