The 32 houses and the 4 Demon Lords
"Would you look at that, I never expected that you would be the first to come Baratos-dono" Sirzechs said as he greeted Barbatos as soon as he entered the castle.
"With my utmost respect, it is a pleasure to see you in perfect health Lord Lucifer," Arakan said as he gave a formal bow.
"No need to be so stiff, the others have yet to arrive you can take your seat in the meeting room, it is nice to see you again Izana" Sirzechs responded with a kind smile.
"It is indeed a pleasure to meet you Lucifer-sama," Izana said as he gave a bow.
Both Arakan and Izana after greeting Sirzechs entered the meeting room Arakan took the seat that had the symbol for the Barbatos family while Izana stood beside him.
Slowly the room started to fill up as the remaining heads of the noble families start to pour in. Most of the family heads were adult-looking men followed by either their peerage member or their heir.
Arakan silently sat on his seat while just giving a nod to the families that came to greet him. Barbatos family was one of hell's most fearsome forces in the past as Arakan's ancestors made a large contribution in war with their abilities.
Despite not taking part in any official rating game or giving a show of strength by default Arakan is considered a Duke an Ultimate Class devil rank this was the fame of the Barbatos.
'From their looks, it seems that these old fools don't accept my rank as duke...I haven't shown my strength anyways...after think I need to start proving why the Barbatos were feared among the devil' Arakan thought as he noticed the glare of the devils who were staring at him.
'Ho? King is serious.' Izana thought as he was ready for a spectacle.
'No matter how he acts...he is a true king' Izana thought as a grin made its way on his face.
Four Teleportation Circles opened in the room as the Four Great Demon Lords entered the meeting. Each of the demon lords was followed by their family members. Zephador was following Falbium, Latia was following Ajuka, Sono followed Serafall and Rias followed Sirzechs.
The four Demon Lords took their place as their relative stood beside them, Sirzechs scanned the room to check in case all were present.
"Greetings Heads of the Noble houses I apologize for calling such a sudden meeting however I wish to discuss a lot of important topics that will essentially affect the Devil, the Fallen, and the Angels"
"You see today I got a messenger from none other than Azazel the current leader of Grigori the only known faction of Fallen Angels. The Fallen Angels wish for a peace treaty between the three factions of Christianity" Sirzechs said as he directly dropped the bomb.
'I see the discussions of the treaty started before two years...it makes sense as the leaders decided a peace treaty and nobles just accepted being in dark seemed rather weird' Arakan thought as he focused on Sirzechs next words.
"The Treaty is right now not in stone and there is room for discussion regarding it as the current Lucifer I thought it would be in our best interest to discuss in case we want any changes in the treaty"
"Treaty in the raw form goes like this"
"The Angels, Fallen, and Devils are to live in their own territory and should not cause any sort of large-scale disturbance when visiting the territory of another faction. "
"Angels, Fallen, and Devils are to create a trade channel to keep the relating between the factions strong and welcoming."
"Taking of human life in any sort of battle should be avoided and only used in desperate times"
"Killing beings of opposite fractions is prohibited."
"Any sort of large-scale attack will be seen as a provocation of the treaty and parties involved will strike the one that started the attack."
"In case of dispute between two factions, the third faction will act as a judge the dispute may be settled by a small scale tournament of the two parties"
"Conditions and Punishments in case of breaking the treaty can be discussed" Sirzechs finished as he read the basic rules of the treaty.
"The treaty itself seems fine however it seems that it cuts off our new way of repopulating the devil since Humans cannot be harmed or killed unless necessary," Ajuka said as he got into a thinking position.
"The conditions of necessary are not properly added in the treaty we can use the repopulation of the devils as a condition" Arakan responded.
"We can take that into consideration but that also gives the angels the right to take a human as priests within their ranks," Ajuka said.
"A human priest is not wort a devil with sacred gear at best we would need to be wary of are the Hero's Faction. This peace treaty is full of holes and Fallen benefits from it the most" Arakan said as he released a sigh.
"Would like to elaborate?" Ajuka asked with a slight smirk.
"According to the treaty only killing a human is prohibited which is the main way the younger generation of High-Class devils get their sacred gear users from, which cuts off the connection for sacred gear users for heaven and underworld"
"Creating a line of trade will allow the fallen access to Angel's territories and meet up with their past friends and family."
"As long as it is not a large scale in a short period of time Fallen can tempt the Angels to join their group while the Devils and Angels lose a source of potential God Killers"
"After all there is no guarantee on how long the sacred gear users of Devils will live up to, at a time Underworlds and the Heaven will no longer have Sacred Gear users while the Fallen are free to have another source of population."
"Angles and Devils will have to 'taint' the pure bloodlines to hope for a sacred gear user," Arakan said as he looked towards the copy of the treaty Sirzechs provided.
"Impressive, you are smarter than I expected," Ajuka said as he praised Arakan.
"You already understood the treaty before me...so did Lucifer-sama," Arakan said as he folded his arms.
"Perspective as well," Ajuka said as he looked towards Arakan with great interest.
"It is exactly as Barbatos-dono explained we need to discuss a way to change it. The official signing of the treaty is in about two years so we have plenty of time to reform it" Sirzechs said with a slight smirk.
"with that, I conclude this segment of the meeting now I have a couple of announcements to make," Sirzechs said as he put his palm in front of Rias.
"As you know Rias is my Younger Sister and a few days ago our father Zeoticus Gremory fixed a marriage for her, and the person selected is Riser Phenex. " Sirzechs announced as everyone present gave their congratulations.
'I see so the engagement was fixed two years before the canon started...why didn't he do anything regarding it?' Arakan thought as he gave Rias and Sirzechs a glance and then turned his gaze towards the windows.
"However my sister wishes to stay a few years in the Human World, she wishes to learn more about the three factions. So the engagement is going to be postponed to till she is at least 17." Sirzechs said.
"I see in that case I support the decision," Lord Phenex said that surprised Riser.
"If that is the case I can help with the establishment of her in the Human Society both of my rooks are from Japan" Arakan suggested.
"That would be the most helpful for us thank you for the consideration Barbatos-dono" Sirzechs agreed with a smile.
"Well in that case you will help Sono as well right!" Serafall yelled as she looked towards Arakan with her eyes filled with hope.
"Indeed I have a fair knowledge of how the human society works... we can discuss more details with the participants," Arakan said as he closed his eyes.
"with that, I am going to conclude this meeting in case no one has anything else to add, " Sirzechs said as he stood up along with the other Demon Lords.
Teleportation circles appeared below the four Great Demon Lords and their relatives as they all vanished. The remaining 32 houses of devils started to leave as well.
"You are rather adorable you know" A feminine voice called to Arakan as turned around.
"It is a pleasure to meet you Belphegor-san" Arakan greeted the lady who called out to him.
it was a beautiful young woman appearing in her twenties with long, wavy, cherry blossom hair and two horns protruding from her head. She was wearing a high-cut formal dress with high slits and had a well-endowed bust and slim waist.
"Oh no the pleasure is all mine," she said as she grabbed Arakan's cheek and pinched it a little.
"Ara~ Ara~ your cheeks soo soft Ara-kun they feel like baby skin," Roygun said as she played with Arakan's cheeks.
"Thank you for the compliment however I must now return back to the manor," Arakan said as he gave a formal bow prepared to get out of there.
'She gives me bad vibes her glare was-' Arakan got a shive by just thinking of Roygun staring at him a glint in her eyes.
"You are so cute!" Roygun exclaimed as she held Arakan and hugged him from behind, due to his small figure she was able to lift and came to the height of her neck.
'He is perfect!' Roygun thought to herself as she snuggled more into Arakan. Holding him tighter as she felt warm being closer to him.
'Is this what they call love?' Roygun thought to herself as her pupils became heart-shaped and she looked at Arakan as if he was a piece of meat.
"Oh my, would you look at that! The time is up I have to consult the Sisters of Lucifer-sama and Serafall-sama" Arakan said as he broke from the hug and disappeared with Izana.
'He is quite strong too...what a perfect match' Roygun thought to herself as she turned towards her Queen.

"Barbatos-dono it is a pleasure to meet you," Sona said as she was the first to greet him with her peerage.
"It is nice to see you again Sona-san, may I ask where Rias is?" Arakan asked as he did not see her anywhere in the room.
"She said she was collecting her peerage" As soon as those words left Sona's mouth Rias appeared with the rest of her peerage.
"Quite impressive pieces you both have collected," Arakan said as he praised both of their peerages.
"Anyhow I will be accompanying you all during your stay in Kuoh for about 4 months after that I will let you all live however you please. I will check in every 2 months to make sure that you are living properly" Arakan said as a teleportation circle opened behind him and out came his peerage.
"Meet my peerage, Grayfia my Queen, Kasumi my Knight, Sara my Bishop, and Iza-chin and Kaku-chan my rooks!" Arakan said as he introduced his peerage.
'They are no jokes I can feel the pressure from them just standing beside him' Sona thought as she fixed her glasses.
"Iza-chin, Kaku-chan, and Grayfia will be accompanying us in the first four-month stay, and Iza-chin and Kaku-chan will be accompanying me when we come for checkups. " Arakan said as Sona and Rias just nodded in agreement.
"In anyways since we are going to be living together for a couple of months you can refer to me as Arakan-san in public. I will also prepare an identity for you two so don't worry about that either" Arakan said with a smile.
'I will help Rias and Sona in the morning and start the formation of Tanjiku in the night' Arakan thought to himself as everything seemed to come together perfectly.
