"A better alternative? Nuclear bombs?"

Banner shrugged with a complex expression:

"I thought that would be the ultimate resort. Are they planning to start the war with a mutually assured destruction approach?"

"Perhaps S.H.I.E.L.D. has another plan."

Oaks already guessed why. Before the Battle of New York, the Avengers Initiative was indeed approved and then terminated:

"After all, we, who operate outside their system, are always less reliable to them compared to the forces they control."

S.H.I.E.L.D. should have already figured out the secrets of the Tesseract.

They might have even deciphered some of the technology from the Asgard's Destroyer.
