GIVEN BELOW IS THE HIERARCHY IN MARVEL UNIVERSE BASED ON POWER. BEING AT A HIGHER RANK DOES NOT GIVE THE INDIVIDUAL A GUARANTEED WIN IN A BATTLE OVER LOWER-RANKED ONES.
ONLY A FEW NON-CANON CHARACTERS (STANDALONE COMICS) ARE INCLUDED IN THE LIST LIKE HEART OF THE UNIVERSE. BUT CHARACTER LIKE DEADPOOL FROM DEADPOOL KILLS THE MARVEL UNIVERSE ARE NOT ON THE LIST.

I WILL GIVE BRIEF OVERVIEW ON SOME CHARACTER I LIKE AND FOR OTHER IT WILL BE 1 OR 2 LINES.
THESE POWER LEVELS ARE ACCORDING TO THEIR BASE FORM, NOT WIELDING POWER BOOSTERS LIKE INFINITY STONES.
THE CHARACTERS WHO ARE NOT LISTED IN THE LIST WILL NOT BE IN THE PLOT'S HIGHER ORDER.
#1. ONE ABOVE ALL: all-powerful creator of the marvel universe. (No more words required)
#2. HEART OF THE UNIVERSE (ARTEFACT): same power of one above all but with less intensity compared to one above all but leagues above other characters on the list.
#3. BEYONDERS: The Beyonders were a near-omnipotent alien race from a dimension outside the Omniverse. They have been shown to be powerful enough to kill the Living Tribunal itself in all realities simultaneously, as well as wiping out multiple powerhouses, such as Eternity and the Celestials, of every universe. One alone easily overpowered the combined might of Thor, Hyperion and Starbrand, suffering no visible damage of their attacks until Starbrand's detonation.
#4. THE BEYONDER: The being known as the Beyonder is, in fact, a young member of an ancient otherworldly race known as the Beyonders. The Beyonder has the general ability to manipulate reality. The original Beyonder was considered to be the most powerful being in the multiverse, having power surpassing Cosmic Entities, such as the Living Tribunal and Eternity, only being surpassed by the One-Above-All.
#5. MOLECULE MAN: The Molecule Man is an extremely powerful person at times described to be the most powerful being in the Multiverse (save the Beyonder). You guess his powers by his famous line:
"I like stuff. I like making it and having it. I like alliteration too. "Molecule Man"! I mean, technically I worked with atoms, but... "Atom Man"? Ugh. No zing. No pizzazz. Even atoms seem big and clunky to me now. I should be... Proton Man. Or Quark Man. Superstring Man. Information Man. Editing and ordering the base information of reality. Owen Reece, the Narrative Man. Heh." – molecule man
Molecule man can manipulate matter at superstring level ( the string theory (physics)). Effectively reality manipulation as everything is comprised of cosmic string according to string theory.
#6. FIRST FIRMAMENT: the embodiment of the first cosmos created. It got split into parts by combine efforts of celestials giving birth to the 2nd cosmos. He hid himself at the end of superflow.
#7. STAR BRAND (ARTEFACT): detailed explanation provided in the previous chapter.
#8. ADAM WARLOCK (NEW LIVING TRIBUNAL): being the advocate of god gives a great amount of power.
#9. LIVING TRIBUNAL (OLD ONE): %%DEAD%% don't know why I'm adding him to the list.
#10. FULCRUM: not much is known about fulcrum nor how strong he is. He is said to be all-powerful and all-knowing or maybe an aspect of one above all. He is the master of CELESTIALS, HORDE AND WATCHERS.
#11. CELESTIALS: Celestials are powerful extraterrestrial cosmic beings. This alien race influenced key events in human history for mysterious and unclear reasons. They were responsible for key human evolutionary events, such as the genetic-offshoot races the Eternals and the Deviants, as well as the creation of the X-Gene.
#12 MAD JIM JASPER: Sir James Jaspers ("Mad Jim Jaspers") was a British politician who served as Prime Minister of the United Kingdom and Leader of the Conservative Party. Ideologically, he was known for his Anti-Superhuman stance on the safety of Britain. He won a landslide general election victory.
It was later revealed he was a mutant with vast reality-warping powers.
Sir James Jaspers is, without a doubt, one of the most powerful beings in the Marvel Universe, having powers beyond The Cosmic Entities. The less powerful Earth-238 version of Jaspers was able to warp his entire universe beyond recognition to such a degree that it became necessary to destroy the Earth-238 timeline completely just to stop the Jaspers' Warp from spreading to other universes.
#13. THE INFINITES: not much is known about them as they are shown in canon only ONE TIME and because of that encounter I'm ranking them above as they single handily (both metaphorically and literally) defeated eternity.
#14. ABRAXAS: the embodiment of destruction, the polar opposite to ETERNITY.
#15. OBLIVION: Oblivion is a cosmic entity embodying the primordial void that existed before the creation of the universe. Despite predating the Multiverse itself, it sees its fellow cosmic entities Eternity, Infinity and Death - who came into being when the universe was created - as siblings.
Oblivion is a cosmic and also a virtually omnipotent entity representing the inevitable ending of all things, oblivion itself. He can manifest anywhere he wishes, and cannot be affected by the mortal plane if it doesn't suit him.

#20. AMATSU MIKABOSHI: Amatsu-Mikaboshi (TJ甕星) is the God of Evil, Chaos and the Stars to the followers of the Shinto religion in Japan. He is not actually an Amatsu-Kami but a primordial being who was imprisoned in Yomi, the Shinto underworld, for all eternity.
