Intermission - The noose is tightening.

In a vast conference room, there was complete silence as the people assembled watched a surveillance video with grim faces. One of the members, a certain one-eyed man, was observing the reactions of the others while the footage played in the background.

In the footage, the alien base could be seen from the tower where the camera was posted. Throughout the video a indistinct figure of a man could be seen in certain moments along with an alien ship that took off. Finally it ended when the figure crashed into the ground. At least that is what everyone thought.

Nick Fury fast forwarded the footage until the point when Zod rose to the air after regenerating, then took off into another direction with a sonic boom.

Fury felt that the transmitter in his pocket given by a certain woman a few years earlier wasn't so dependable as he thought.

"Now that everyone has seen it, what are your thoughts?" Alexander Pierce, Nick Fury's superior spoke.

"A major threat. There is nothing we can do to keep that person unchecked! He survived a crash landing from the upper atmosphere!" One of the World Security Council members growled with a clenched fist.

Fury spoke right after he said that, "I agree on the threat part, but we need to keep in mind that he might have saved the world, it's exactly the type of person we could use for the Initiative."

All the members either scoffed or rolled their eyes.

"Nick, I get where you are coming from, I really do, however, what stops him from walking into the White House and rounding up all of the cabinet members before massacring them one by one?" Pierce rebutted.

Another part of his mind thought that such an anomaly could harm Hydra's well thought out plans. Maybe he should start digging into their extra resources to find who this mysterious person is.

"Do we have any leads on where to find him?" One of the WSC members asked, ignoring Fury's idea of starting up the Avengers Initiative.

Fury, who was frustrated by their bureaucracy, simply stated, "We've been looking into any leads by cooperating with several agencies. However not being able to state exactly what we are looking for without giving our information away is slowing our search. Right now, I have one of my operatives looking into a peculiar case at the Texas-Mexico border."

"This information cannot be leaked, and right now it is our highest priority, which means it is S.H.I.E.L.D.'s highest priority." Another WSC member spoke out.

Fury could feel his anger coming to the forefront. These people all see his agency as a dog they can order around at will. And while S.H.I.E.L.D. relies on the WSC for funding, he'll be damned before they think they can order him around.

The meeting continues as each member argues about ways to contain or eliminate the mysterious person, temporarily ignoring the greater threat of the Kree like a bunch of ostriches sticking their heads in the sand.

Fury left before he felt he would start beating all of these idiots to a pulp.

After walking out of the conference room, Alexander Pierce caught up to him and sighed, "Nick, don't mind those bastards, they only think of every solution as 'find and terminate' due to their selfishness and fear of losing their industries. I know you are one of the vital persons along with your agency that acts as the glue this society needs. Just know I'm 100% behind whatever actions you take."

Fury glanced over to Pierce and his expression remained unchanged, but people like Pierce who have known him for a long time understands that he is slightly placated.

After shaking hands with each other, Fury walks away, unaware of the strange expression Pierce makes when looking at him.

Texas-Mexico Border.

In a bar on the outskirts of a small town.

"So run this by me one more time." A man about 5' 9" wearing a black suit with a bow on his back asked the 'thug' before him.

The 'thug', whose name is Jin, replied, exasperated "I sent all the information to the higher-ups already, didn't you read it?"

The man with the bow had an indifferent expression on his face, "Your bosses are people who have to call me sir every time they see me, I would cut the attitude if I were you and explain what happened. Now."

Jin, who is a classic bully the weak and fear the strong, finally pulled back his outward sloppy demeanor and returned to having the aura of a professional FBI agent.

"Very well, sir, I had gotten a call from one of the members of the gang that said…"

He goes on to tell the whole encounter, giving details that an ordinary bystander would not be able to discern, before finally wrapping up the whole story with a speculation on the abilities of the target based on his observation and second-hand answers he got from the people in the factory.

Clint Barton, also known as Hawkeye, sat there and listened while comparing the characteristics of the person who he is searching for and the man who almost wiped out the Scorpion Gang.

The problem is the fact that according to the details given by the undercover agent, the one who attacked the factory seemed to dodge the high caliber rounds instead of his main target, which after several analysis by professionals in the agency believe he could have just tanked them with his body.

Is it the same person who is growing stronger, or two different people? If it is the same person, how terrifying is it that his abilities are growing so fast that in a few months he goes from Captain America level strength to what he is now?

Clint listens as Jin reports that his boss had recently dipped into the gang's backup funds for some reason and he hasn't been able to find out why without seeming suspicious and blowing his cover.

Barton decides to visit the gang leader later tonight for a one on one chat.

Meanwhile, the terrifying machine that is Hydra is starting to move in the shadows as they use their resources to find Zod.

A man with a metal arm visited the house of a Black List official while the guards of his villa made way for him.

No one knows what went on between the two, only that the official was seen with a few less fingers the next day.
