His unusually high proficiency in dealing with dragons suggests tutelage from the Grey Beards, collaboration with Delphine or Esbern, or an extremely high innate aptitude in combat.]

[Udan Gora a.k.a. Commander Blood]

[Status: Active (Kill on Sight), Critical Priority, Emissary Level Only]

[Description: Middle Aged Orc, multiple scars, wields dual war hammers.]

[Background: Udan Gora's birth name is unknown; he was initially a slave acquired from unlicensed slave traders for a Dominion Farming Initiative on mainland Tamriel. He began going by his current moniker after successfully leading a slave revolt in the Dominion colony in question over ten years ago located on mainland Tamriel. He began a protracted campaign against Thalmor forces in the region until sequestering himself from the battlefield for a year. During this time, agents discovered the location of an orc stronghold that had been established in conjunction with the freed slaves. All rebels (Including men, women, and children) were eliminated; however, Udan Gora was absent. In retaliation, all Thalmor soldiers, officers, Justicars, and peripherally related emissaries were eliminated by Udan Gora personally within a year of the raid. Luckily reinforcements arrived to bring order to the region, and the rest of the rebels were caught and executed, leaving only the last leader of the revolt to be eliminated. Unfortunately, he fled to Imperial lands, and we have been unable to locate him since.]

[Operation Notes: His current whereabouts are unknown, but all Thalmor Emissaries are to remain on high alert for any news about his location and forward it immediately up the chain of command. Avoid conflict or notifying the target of his discovery until multiple assassination teams can be dispatched.]

[Update: A confirmed sighting has been reported at the primary slave processing and interrogation facility in Skyrim. All Emissaries are to remain on high alert until the target is eliminated. Evidence points to a possible collaboration between Udan Gora and the remnant of the Keepers of Hattu (See attached documents). This should be avoided at all cost. Several assassination teams are being sent to Skyrim to deal with the target.]

[Description: Middle-aged Imperial, male. Veteran of the Great War, Last Leader of the Keepers of Hattu.]

[Background: While we succeeded in bringing the Empire to heel, this rogue commander has been continuing the fight against our forces at every turn. While we did lose the fight for Hammerfell, mostly due to the efforts of the Keeper's of Hattu, in recent years we have managed to all be eliminate this group and will be beginning preparations to secure the region soon. Valerius is one of the last major militant opposer capable of inspiring substantial resistance to our growing influence. As such, he must be captured or eliminated discretely to avoid making him a martyr to rally behind.]

[Operation Notes: Once located, begin scouting his location, defenses, and routine before sending an enforcement force to secure or eliminate him.]

[Update: Reports state that the target is now operating out of Skyrim, seeking to use the chaos of the civil war to hide his actions much like us. It is possible he may get in contact with another know militant, Udan Gora, this should be prevented at all costs.]

"Huh, looks like Valerius wasn't a pushover either... I wonder if he knew about me being Udan Gora, or if it wasn't even on his mind?" I ask myself before flipping to another file.

[Auryen Morellus]

[Status: Fugitive (Capture Alive), Moderate Priority, Emissary Level Approval]

[Description: 500 year old (Believed to be prolonged via arcane means), altmer, male. Suspected member of the Restorationist. Former tenured professor of archeology of the Dominion University of Excellence.]

[Background: Once a respected tenured professor of a renowned university, his questioning of the Thalmor and our practices made him slated for the first purge of intellectuals and dissidents after we took control of the government. Unfortunately, at the time, he was teaching abroad at High Rock. Since then, several attempts to detain and reform his incorrect views have been made, but all have failed. He is suspected to have penned several anti-Thalmor thesis' on behalf of the Restorationist.]

[Operation Notes: His vast wealth of information on a variety of cultures and history could prove useful to the Thalmor. It is advised if located to exercise the greatest caution when acquiring him as he is vastly more useful alive than dead.]

[Update: Target located in Solitude, Skyrim. He has ingratiated himself with local nobility and upper class individuals who would notice and question his disappearance. Advise against acquisition at this time. He has recently purchased a property in Solitude that he has expressed interest in refurbishing it into a museum. Recommend possible operations for seizing artifacts of note and value when a plan to capture the target is in place.]

"Huh, never heard of this Morellus guy before, maybe I should try and find him after this trial... Speaking of..." I look at my count down clock and realize I only have about 20 minutes left before the next wave begins.

"Well, guess I'll have to save the other files for later. Time to set some traps... And maybe a little surprise or two?" I say with an evil smile before running off to set more traps.
