So while most things will remain similar to what most people are familiar with, there will be some changes (Some characters being mutants or mutates, etc) - He will start off weak power-wise. He will become very powerful eventually but not for now. He must earn the crowd's favor. - This will be a harem.

Leaked File: Quiet Council of Okkara

The initial formation of the group was made by ---- and ---- alone. He attempted to appoint others to the roles as best as he hoped that the seats would be filled in the future but he will also take certain situations into account.

Such as F------- R------- being one of the most powerful mutants whose power goes beyond even Omega Level, they are too young and inexperienced to truly be given a position on the council.

Members of the council shall decide the laws of the land. These shall be decided by votes amongst the council. These decisions can be vetoed by the Voice of Okkara if they feel as if the law or decision goes against the fairness of Okkara or ----.

Of the 4 tables, each shall have its own requirement for entry and to hold a position on it. Each has been explained to other members of the council, but those that are not part of the council are unaware of the requirements unless they are ---- or a former member of the council.

The current members of the council may choose an heir to replace them, but this heir shall only receive an automatic vote from the previous council member and must get majority votes from the remaining members to get their position on the council.

Winter Table: Any mutant can be allowed onto this table as long as they are voted into it by other members of the council without any special requirements. This will be the table that has the most amount of 'freedom' with who is allowed on it.
