I highly doubt Sheev Palpatine would get anywhere with the Kree. The Kree are highly racist and considered humans to be nothing more than cattle. He especially wouldn’t be allowed in leadership. If he pulled the shadowy figure leading from behind the scenes? He wouldn’t get anywhere. They’ve been reliant on the supreme intelligence for too long. They’re almost fanatical about it. Seems like forced plot to give him a chance to amass power. The author picked one of the stupidest and most unlikely way to go about it though.
