Can he learn how to condense smoke into solid? Like how he changed lava into earth by removing the heat. Also, using your logic (manipulation of heat) can't he also control steam? Couldn't he just manipulate the steam into whatever shape he feels and remove the heat to turn it into ice? Which is essentially ice creation and semi-manipulation. I mean the only problems could be physical containment of the steam, the chemical composition of the smoke could cause problems and precise control over heat (Which he has) to form ice.
