why not use the old excuse of jonins having an even bigger target on their heads, even if he's now known, he's still not a number one priority with kill/flee-on-sight orders to cripple Konoha as are some Jonins(sakumo/danzo/etc)

You should tell him that you want to be a genin again. That it’s funny for a Kage level Genin to be one of the most dangerous shinobi alive. But this is a really weird thing. Because Naruto and Sasuke were stuck as genin even though they were the strongest humans on earth at one point. Naruto competed so many missions, defeated so many S-rank threats, and they still forced him to take the Chunin exams and rigged it against him. They wouldn’t let him use sage mode which is stupid. They didn’t ban anybody else’s techniques, just Naruto’s.
