I still don’t understand why Kushina can’t just send a shadow clone to experience the outside world. If anything, the village should be happy to send clones of Kushina out into the world. If the clone is targeted by enemies looking for the 9 tails, they won’t be able to get anything because it’s just a clone. It serves a purpose of luring out enemies (acting as bait). The other plus side is it gives her a chance to experience the world. I don’t believe they were this restrictive in canon. If they were, they never would have let Naruto run around gallivanting around the village the way they did. He was even hunting in the woods, jumping off cliffs, and going into places he wasn’t supposed to. I don’t think he was under 100% surveillance.
