Yeah it did seem like that, but hopefully he will recover soon. And even though the NERF was justified, 150 seems too little when they are on the way to camp with all those monsters chasing them. Maybe in a few days, after he recovers fully, he can increase it to 250 so that they have a decent chance. And don't let him explain his abilities, it will be used against him, especially by Luke, if it goes according to canon. Also will he have a final hard limit to the shadows in the future, or will it be like Jin Woo and be unlimited. Are you also planning to give him a black heart, even though it may be OP?

The nerfing is annoying. I don’t think saving shadows should take “a part of his own shadow in return.” I think it should work more like Shang Tsung from Mortal Kombat: “Your soul is mine!” And he should be able to collect thousands. If you wanted to sensibly restrict his usage of it, you should have limited how many he could summon at one time or make the summoning more taxing on his divine energy. The way you did it is disappointing.
I understand Nerf, I admit. However, I believe it was done in an inappropriate way. It could have, I don't know, limited how much he can summon or something. Honestly, disappointing to put a limit like that. However, I hope it doesn't keep you limited in this way for long. (The main reason I found it disappointing was because I thought he took the souls of his enemies for himself, and used them as soldiers. Something similar to the soul eaters. But everything is fine.)
