I would start with the step stones first clear them then fill in the area between them making it into a small continent this would give him complete control over the trade routes between the east and west and allowing him to economically strangle southern westeros if necessary then I would take control of the disputed lands which are a bit to the north along the western coast of essos the disputed lands are one of the most fertile lands in essos he could just make a mountain range with a few passes surrounding the disputed lands making it easy to defend
