This feels like a bit of a plot hole . After all, if orion could think of this , couldn't thousand others do the same ??? Wild pokemons wouldn't really just stand and do nothing . If I'm not wrong , in the general context of the world you built, there should be some kind of preservation law for the Wild pokemons .
