Luxuriant:I haven’t spoken about that part yet, but he indeed does not have a inhibitor chip, and since it’s not a big spoiler I don’t mind saying it. As for why, it’s simply because they concluded that putting a inhibitor chip inside a force sensitive being could become problematic because he would most likely sense it and catch on to it. Which is why Palpatine is being nice to him because he wants to manipulate him onto his side in the future, similar to how he acted toward Anakin in canon.
