While bell is pointing out something important, he might have missed something. If the Crozzo weapons were truly powerfull and were given diectly to bad peopel, it might also be their fault. didn't the crozzo sell the weapons to ares during war? meaning they might knew the weapons were going to be used to kill a lot of people? if they really sold the weapons willingly knowing what it will be used for than in my opinion they made a huge mistake. but, if they were forced to make the weapons or didn't know what it was going to be used for or something like that, that's a different story.

In a world full of monsters and all sorts of dangerous situations it can be understood that weapons are an essential tool for survival. Thatâs a very biased opinion. Rather than blaming Ares who forcibly conscripted them into service or his familia for their crimes you point your finger at the original victims who had little choice but to sell their weapons, a legitimate business of that world, to a militant faction.
