The way the girls reacted with Rapidash's hyperbeam, we can agree that Hyper Beam is a trump card move that is valued a lot. Honestly, Pete could secretly sell the tms to Whitney and Jasmine for a good price because as Gym Leaders, they have to have a super strong move to sweep Opponents if needed. With just the two of them and the number of their Pokemon, Pete could earn possibly 1.5-2 million at minimum. And because its a secret, Pete wouldnt have to risk selling tm in the black market.
