Why not have him try something new and see if he can combine different technologies and aspects of the strike freedom and the wing zero into a new gundam entirely? Also to prevent something like this from happening again he should probably install remote activated self destruction sequences on all future mobile suits and gundams that activate automatically if they travel a certain distance from an ORB installation without proper pilot identification, he could possibly have the self destruct function via a small scale moonlight butterfly system with a hard coded limit, or possibly just use the ones from gundam wing. But at least the stolen gundam plans won’t be fully usable due to Cadmus not having access to certain required materials and technologies and needing to use inferior substitutes rendering any gundam they produced using them inferior to the genuine versions that ORB could produce. It could also be funny if they shut down luthor’s attempts to weaponize the US legal system by just pulling their operations out of the US entirely
