They wouldn’t allow the great fireball jutsu in a taijutsu spar. 1) They’re still in the academy. 2) That fireball would probably hit the other kids. And he’s used it twice. Just imagine if the opponent was hit with a flamethrower attack when they’re supposed to be sparring? Ridiculous. The only reason Sasuke got away with using during the bell test is because Kakashi told his genin team to come at him with the intent to kill.
