theoretically, there are only 4 levels of demons. low, medium, high and supreme/ultimate. the 'Maou's is a political title that comes from the pre-Civil War power structure of the demons. Earlier it was about the heiress of such a family: "Lucifer", "Beelzebub", etc. then it became a political office and they also created a council or something, which some demons are said to participate in it. as the head of the "Bael" house if I'm not mistaken. so the maou demons like serafall and the other bald maou, are ultimate/maximum demon levels basically unmatched in the same class (ultimate). and after that a demon becomes a super demon, basically becoming a transcendent. we know of the current maou lucifer is one of those. but this all gets a little strange when we realize that despite being explained more or less like this in the story, there are angels and fallen angels of 5 pairs of wings and above... if it were to be a corresponding level it would be 5 pairs of wings equal to a super demon, but no. then it gets really weird.
Power Levels are very confusing on DxD. Most fanfics I've read simply introduce the Satan Class after Ultimate Class and the Super/Transcendent Class after that. So it would be Low -> Mid -> High -> Ultimate (includes some weaker gods) -> Satan (Serafall, Azazel, stronger gods) -> Super (Sirzechs, Draig, Shiva, etc). Ophis and Great Red are both beyond Super Class.
why is the Mc so weak when he had meta knowledge to get strong. like why isn't Mc at least as strong as Issei was at season 3? he has 9 years Issey had less than 1 and got very powerful not just using the boosted gear. Issei is a devil who got stronger by indulging with his desires and using the boosted gear, but issei being a low class devil from beginning to end make no sense because he didn't need to use as much to get to previous mile stones of power. lets say issei season or novel one has a power of way below average because he couldn't even telleport. so a power of .25 how many boosts would it take to get to high devil? .25x2 = .5x2=1 that's at least 2 boosts to get to normal low devil strength. vanilla kiba at the time was a low level devil and was still stronger than issei so maybe he could have been mid or whatever. I'm not counting rias an risar as a base of strength because they where born with high devil status but the power they have like their magic power is what i can use. issei rating game fight was lacking because they weren't fighting really. so issei vs risar, based on what other said issei got near risar in power but won because of holy water. risar was a smuck at fighting but he was high devil level of power. so issei using about 25 or 30 boosts got him near high devil level of power. next volume with fallen angel kokobel issei used more boosts to get near kokobel in terms of power but if all it takes is 128 risars to get to fallen angel kokobel levels of power the "satan" class or peak ultimate than that means the ultimate class isn't that strong when you math it out. and issei in the novels doesn't need to use the boosted gear to use it nearly as much as in the fallen angel kokobel fightas apposed to the number one rating game champion/rias cousin. a real ultimate class mind you. so issei in less than a year base strength was near high devil level and could fight stronger than ultimate. the Mc doesn't have the restrictions of being a specialized fighting but a versatile one that cane basically make other sacred gear abilities and he isn't stronger than season 3 full boosted issei.
Be cool if Kiba broke through to super level by pulling something like Yusuke Yurameshi. Where it turns out heâs been using binding spells to push himself even while he sleeps. Then he pushes himself to the limit and releases the bindings while showing off a massive burst. He could even transform himself into a nephilim and get wings like Lucemon chaos mode
