I don't think it has anything to do with the creation of jutsus, look Naruto (Raseng Shuriken), he has 0 skill for FuinJutsu and memory of a fish... And as for the MC learning fuinjutsu... If he wants to attract attention so much, he better start shouting in the middle of the street: "Tobi is obito, black Zetsu is the brain, Danzo has Sharingans, Orochimaru is the Kasekage" Like, in movies and padding there are many more reasonable and less flashy ways to do it OP...

It seems like the system hurts him more than it helps him.

suggestion for MC: WHy doesn't he skip/ not participate in this chunin exam, so he can avoid all the red flags.
