He should ignore both sides by saying that since Daemon is his father and Heleana his wife he can't join either side and just stay in Runestone. Than when the dance is over he will be the only one with dragons.

nice I like the way he is neutral for now and I like how you have made your Mc he knows names and what happened in canon but he doesn't take it for sure his presence has already changed to much already !

He has 3 dragons now, he can choose to stay away from the war at the beginning and only after everything is established he can choose the winning side after all no one can force him into anything since he has a lot of power and his wife helaena doesn't like him mother, he must be like tywin lannister during robert's rebellion only when the winning side is decided and thus keep his dragons and eggs for his family.
