do you know that people can gain the position on Indra .I don't remember how exactly but Lord Ram tried to become Indra but was stopped by his sons accidentally. (I don't remember the exact details.) Ravan's brother also tried asking for the position of Indra from Bhrama Ji as a boon. Even the Pandavas tried to become Indra after the Mahabharat.
