first dude was apparently apart of the syndicate or dirty higher ups so next we should have a nobleman who is a sicko who does his family wrong or a rocket scientist undercover as a nobody with a load of TM's and a few dozens of pokemon to experiment on last could be a house full of captured or missing people being sold as toys for nobles sick thought but in reality it is a possibility especially if a corrupt alliance member was running it
