Qi is a temporarily exhaustible resource, so there are only so many attacks he can use before he needs to recharge, and there are thousands of other people that are also cultivating. I'm not saying that makes him any less op. However, there's plenty of room for challenging scenarios to ensure it doesn't read like a twelve year old playing GTA with cheat codes.
