At this point he's shown almost no qualities of being a good king besides his ability to hit really hard. He almost destroyed his own town because he wanted to fight too much and attacks as some sort of vengeance of his men who were clearly in the wrong taking advantage of the town. That he compares him to his own king if anything he sounds more like Xerxes putting himself on the level of a god-king so this is like spitting on Leonidas's memory.
