I don't like what the priest had said as it looks like, he was commanding or threatening the MC to do his bidding. Also, the MC didn't even negotiate and readily accepted this. It was too naive and could cause distrubance in the country, especially many of their need would touch the interest of wealthy and powerful people.
Before you guy drop reading further, you need to remember that the current situation are very bad to the point the mc don't have much room to maneuver right away there, beside if you check the author comment on the review he have good reason here, quote "I don't think so, the people were desperate for change and if he doesn't obliged to that they could be in deep trouble .The country that was best for him was a mess and he save it through immediate reforms and though I left some part out when I wrote the constitution, the king still has considerable amount of power, think of it as president for life. And despite the royals family shortcomings and there are still people who are deeply loyal to the emperor. As for the corrupt nobles, well I'm still going there, I haven't forget about them. If he didn't initiate his reforms, the social contract, which was been made between the emperor and the people could be broken, and that's the last thing you want when you're an emperor because the very principle your country were torn apart. So I think what the mc did there is reasonable and this is 20th century era where people loved being ruled. Yes they demand some rights, but that is because the ruling system is outdated in a industrialize world. Also note, this is not based on our history, things could turn in a different ways, making it unpredictable. "
