Evolving it with the scroll of water/darkness in the towers is the only official method so unless he has some extra knowledge about them from the orphanage or from what he stole it feels like a bad idea. A pseudo legendary sounds like a safer bet with their basic level requirement evolution and some of them even has mega evolution for a monster 700 stat total.
