I really don't know how the Dao work for TDG. I only have knowledge from 3 novels: Desolate Era, Warlock of Magus World, and Carefree Path of Dreams. In Desolate Era there exist the essences of Dao. They basically originated everything in the Chaosverse, apparently it applies for the all the Chaosverses in that world. If I remember correctly there are less than 12 Chaosverses. In other words, the Dao Essences could be considered the origin point in a 10th dimension that create infinite dimensions from 9th to 1th (or even no dimensions at all). What I meant, if in the case something similar to those essences exist, then the creation of Nie Li's World would be even easier. Btw, such essence could be from even lower worlds, not necessarily a Chaosverse, that's because even the Chaos worlds (like "galaxies") have their own essence. In Desolate Era that essence is referred as the Heavenly Dao. On the other hand, in Warlock of the Magus world, each world have even comprehend some form of Law (Dao). For example, the Magus world had the Dao of Space, while the World of Gods had the Dao of Time. Their Daos we're too powerful that the World of Gods stole like minutes of the time from the Magus at the end of the novel.
Really, he grew up a farmer. Have him toss in a couple of bags of top soil, a bag of fertilizer, a couple buckets of water, a sealed bottle full of air, a couple dozen deferent types of seeds, ripe fruit and grains, and a little bit of every useful herb he can get his hands on. Teach it the Dao of Life. He can have a huge farm growing a infinite amount of anything he wants and speed up time until it is ripe.
