The Duke isn't is good doing business why would charge higher taxes, if some people don't have the money to afford to pay it all and have to feed their family and animals. How did his estate lasted for a while of people paying high taxes? In the past peasants had nowhere to go and were stuck there, but once Riftan made Anatol prosperous, many of the Duchy of Croyso flocked to Anatol and now those civilians had a place to go.
