Because it has uncountable ones and is simply worse then just using on spear or a spear and a shield. Just because you give someone two weapons it doesn’t make them better. For example will his one handed spear be constantly sweapt aside by his enemys because even if they are way stronger one hand is still weaker then two and furthermore the leverage of the length of a spear also still exists….
