Why not decode other humans DNA? Trying to match human DNA with animal DNA do what he is doing which is splicing it together is an enormous task that I highly doubt he would ever be able to do, it just makes no sense. A better project would be to get a hair (which is really the critical thing you need for DNA, plus you can chalk it up that All Might could transfer his quirk through hair so you could also decode the DNA in a hair to single out a quirk). In conclusion just make him get a hair of someone who's quirk has to do with improving brain functions (smart/faster thinking) or maybe the programming quirks his parents have. By taking his parents quirks he would be more efficient and better at his coding (which could evolve because he is using it to make it easier to decode DNA) and then once he thinks he is safe try to hack into databases and download research on quirks, dna research, genetics e.t.c 100% in this world there is research done, legal and illegal and if you could get the data it would be simple for him to advance himself, since those people can't give quirks to people because it requires to edit the DNA but he with his own quirk can directly do that.
