What I’m really curious about is if Riley is like All For One from my hero acadamia. Assuming his true power is to take anothers abilities as his own, can he also give abilities to others besides himself? Are his captive pets purely for his sick satisfaction or are they test subjects serving a purpose?

I keep suspecting that keeping them in the cages is part of the process to copy their powers and, if they could be released, he might lose those powers. But since he still has Mega Woman's powers, it seems more likely they're some kind of collection.
