I'd go as far as to say this could be motivation for the young heroes to do better..? But come one, it takes someone with half a brain cell to challenge the realism of these tests. Not even the best superhero could prevent millions of deaths that supposedly happen between Mega Woman and Darkday. Even the other wimpy superheroes that fought his clones couldn't do anything. Completely unfair and would just demoralize the newcomers.
